Remove hard dependency on Extension:Bootstrap

Skin:Medik loads its own Bootstrap. By requiring the Bootstrap extension, the wiki ends up loading all resources twice.

We should still check if Bootstrap is available, which could be something like:

• if Medik is enabled
• else if Bootstrap is loaded
• fail with current error
