Migrate to ODK

If we are going to continue using CARO, I think we should migrate the repo to ODK. It would be nice to know how to make a release, and include a base file artifact. Does anyone have time for this? :-)

you know I love to do this, but that wont be soon. If you can wait for a few months, assign me to the ticket.
