Update `validate_allocations` command to add users to Keycloak

Dependant on #249, after the Keycloak integeration is available, we want `validate_allocation` to add all pre-existing allocations users to appropriate Keycloak groups.

@knikolla @naved001 Any concerns regarding the volume of new groups created? Or anything else?
