✨ Add Pauli Product Rotation (PPR) and Pauli Product Measurement (PPM)

Problem Statement

See #1685: Pauli-based computation is a useful tool for implementing error correction.

Proposed Solution

Add the PPR and PPM instructions required for PBC to the MLIR dialects.
