Setting up pypi and readthedocs for py-multicodec

@dhruvbaldawa - Hi Dhruv. Hope you are doing well.

We (@acul71, @pacrob, @sumanjeet0012 and myself) are working on reviving py-multicodec. Updates for testing and CI are incoming, but we need access to pypi in order to release and readthedocs to get the docs updated.

Wish to share that we noticed that you're a maintainer on both the accounts. Could you please add me? My username is @seetadev on github and manusheel at PyPi. I'll add my team members at both the places.
