There is an inconsistency in the Spanish translation of the main menu bar. When the setting "window.titleBarStyle" is set to "custom", the top-level menu items (File, Edit, Selection, View, etc.) are displayed in English. However, the items inside those menus (submenus) are correctly translated into Spanish.If I change "window.titleBarStyle" back to "native", the entire menu bar is correctly translated to Spanish. This suggests a bug in how the custom title bar renders localized strings.

  1. Steps to Reproduce:
  2. Install the Spanish Language Pack for VS Code.
  3. Set the display language to Spanish.
  4. Set "window.titleBarStyle" to "custom" in Settings.
  5. Observe that the top menu bar (File, Edit, etc.) is in English.
  6. Click on any menu; observe that the dropdown content is in Spanish.
  7. Change "window.titleBarStyle" to "native" and observe that the problem disappears.

Expected Behavior:
The top menu bar should be translated to Spanish regardless of the titleBarStyle setting.
