From 18.2.0, vcperf /grantusercontrol can run success while doesn't show up as an option in help screen

Repro steps:

1. Install VS with "Desktop development with C++" workload selected
2. Launch "Developer Command Prompt for VS" with Administrator privilege
3. Run "vcperf", check the help options

Expected:
The option "grantusercontrol" should appears in the output

Actual:
Without grantusercontrol option
