fix bad path completions in pwsh

**Describe the bug**
pwsh path suggestions escape badly with `'` & they sometimes produce duplicate letters

**Environment**
 - OS: [e.g. iOS]
 - Output of `is --version`: 0.0.1-rc.31
 - Nodejs Version: [e.g. 20.9.0]
 - Shell: [e.g. bash, zsh, fish]
 - Shell Version: [e.g. 5.2.21]
