Upgrade to CouchDb 3.5.1

Describe the issue
CouchDb 3.5.1 has been released. It contains some things that are of interest to us:

• fixes for Nouveau
• performance improvements for Nouveau
• _purge optimizations: this could enable us to actually implement purging as a way to clean up historical data from CouchDb databases (eg: Consider moving outdated tasks to "cold storage" #6615)
