Add support for FileParameter in the JavaFX-based ParameterLoader implementation

The JavaFX-based ParameterLoader implementation, called ParameterLoaderImpl, should have support for FileParameter.

The ParameterDialog class is responsible for the functionality. So it should be added to this class.
