I try to open the project, it prompts' The following modules are missing or built with a different engine version

I've managed to resolve this issue but it only works if you pulled the project from github. If you downloaded a copy of the repo from pwmodding.wiki, this fix has no apparent effect.

The problem seems to be that pal.uproject is trying to use Visual Studio 2022 compiler and toolchain version 14.38.33130 when that version wasn't installed.

Steps to successfully build on Windows 11 are:

1. Follow all prerequisite instructions found on pwmodding.wiki
2. Follow the installation instructions, using the "cloning from git" method to download the repository.
3. After following all installation instructions but BEFORE launching the project, do the following to obtain the correct compiler and toolchain version:
   3a. Open "Visual Studio Installer."
   3b. Go to "Visual Studio 2022" in the installer window and click "Modify."
   3c. Click on the "Individual Components" tab.
   3d. Type "MSVC v143 - VS 2022 C++ x64/x86 build tools (v14.38-17.8)(Out of Support)" (WITHOUT the quotes)
   3e. Click the checkbox next to the search result that matches the search input verbatim.
   3f. In the bottom right corner of the installer window, click "Modify."
4. After the right compiler and toolchain have been downloaded, try launching "Pal.uproject" again.
5. When you get the "Missing Pal Modules" window, click "Yes."
6. WAIT PATIENTLY. Nothing seemed to happen for like 10-15 minutes on my PC.
