Do we have delimited text files with multiple records for a case? I have
only seen this on really old fixed format files where they were limited
by the 80 character line limit. If the answer is No, then this property
should be moved to the FixedColumnDescription class.

Indeed, this is for data representation in the old days. Some census data and some data from survey companies are still using this representation (probably using old programs). It seems to be good practice to allow recordNumber for delimited text files as well. One never knows how legacy data is represented. recordNumber is optional and has a default of 1. Therefore it shouldn't cause any problems for describing data where this property isn't required.
