What you would like to be added?

I would like to add a GitHub Actions–based welcome workflow for new contributors.

This workflow will automatically greet first-time contributors when they open an issue or pull request and provide helpful onboarding information such as:

• Link to the contributing guide
• Kubeflow community Slack channel
• Katib working group/community links

This is a small and clean addition to improve contributor experience.

Why is this needed?

This helps new contributors feel welcomed and guided when they first interact with the repository.

It improves onboarding, encourages contributions, and keeps the experience consistent with other Kubeflow repositories like Pipelines, SDK, and Trainer.
