Add Foundry-based testing #31

🌟 Description
Foundry is a blazing fast, portable, modular toolkit for Ethereum application development written in Rust. It has gained quite traction and support over the years.
🤷♂️ Why Is This Needed?
Since we have already added testing using Alloy, Geth, and Hardhat, having a Foundry one for reference would also be nice. This could be a new smart contract instead of the existing ones.
