概要
kube-prometheus-stack の prometheus-operator が、admission webhook の tls-secret 不在で起動できなくなる問題を回避するため、admission webhook を無効化する。
ローカルの stash に退避されていた作業（WIP）を拾い上げ、整理して取り込むもの。
背景
PrometheusRule 検証用の admission webhook は証明書生成 Job (
admission-create) が tls-secret を作ることで成立する。この Job が環境要因で失敗すると secret が作られず、operator がsecret "...-admission" not foundで起動し続けられなくなる。POC / プライベートクラスタでは webhook 無効化が定石で、Prometheus/Grafana の動作には影響しない。admissionWebhooks.enabled: falseとpatch.enabled: falseだけでは不十分で、operator が tls-secret を要求し続けるためtls.enabled: falseも必須（helm-charts issue #19147 / #1438）。変更内容
monitoring/monitoring-values.yaml:prometheusOperator.admissionWebhooks（+patch+tls）を無効化する設定を追加TROUBLESHOOTING.md: 本問題の現象・原因・解決を記録（規約に従いトラブルシューティング知見は本ファイルに集約）動作影響
