[ToDo] Set up CI building for the repo

• Set up CI build checks yarn ci to run for new PRs (or merges to master)
• CircleCI or Github Actions?

I am personally familiar with CircleCI and can set it up quickly if you want (and give me admin).

@bd82 That would be so helpful, thanks! I looked at it and then abandoned all hope lol. I actually think I set up one that doesn't work.

I just tested yarn ci and it looks like everything is passing?
