Feature Request: Also validate schematron files with assertions and reports NOT having ids

Current status:

• the validator needs ids on schemtaron rules in order to handle acceptancecomputations and the configuration of how to treat error levels

However, more than often schmatron files do not have ids (cause it is not required)

future versions have to better handle this case. see #177
