Add Packages List Dependencies Instead of a `requirements.txt`

We can consider to use pip-chill to generate packages list requirements, e.g., torch, transformers, pillow. In this case, even if the users are not on cu128 platform, they can easily remove / tweak the requirements to install desired packages.
