Updating this project plan

Putting out some thoughts here first on what needs to be done, because this seems to be the anchor to all other projects.

Currently, the README.md page has the following:

I think that matrix is right, but which of these do you want to actively support? 5 active branches is kind of wild, and either Jetty or Tomcat have moved on from some of these.

I'll discuss with Jakarta friends what they see out in the world, and we can maintain those versions only.
