Consumer project can't find package #3

I was very excited to find this project, the promise is great!

I'm trying it out, and I can't seem to get it to work. Using VS2022 17.14.16.

The consumer project when it builds says

Unable to find package Lindsay.Common.WebApi with version (>= 2998.0.0)
  - Found 246 version(s) in Lindsay Common - Gitlab [ Nearest version: 2026.1.564 ]
  - Found 4 version(s) in Nujet Local Packages [ Nearest version: 2998.0.0-Local ]
  - Found 0 version(s) in Microsoft Visual Studio Offline Packages
  - Found 0 version(s) in nuget.org

It obviously does see the package source and even the built package, but doesn't find it to be suitable for some reason.
