Missing metadata is a skippable error, causing no-ops

Any users that do not have the preferred_username metadata will be filtered out when fetching the zitadel user list, causing them to be completely skipped and no operation carried out, whether it's updating or deletion. We should handle this more gracefully

It's intentional for them to be skippable errors, it's not intended for those errors to abort the entire sync of the user :)
