Move PrestoSerializer to PrestoDB presto-native-execution

Is there any reason to keep the Presto Serialization in Velox? The deserialization happens in the PrestoDB presto-native-execution.
Any changes to serialization and deserialization can not be done together.
For example, #2440 needs a fix for the Serialization part in Velox. However, the deserialization changes will be in presto-native-execution.
