323-236: I actually think the focus on just WIS over 4-weeks is a strength of this work. Exploring different ways to evaluate forecasts (e.g., over longer time horizons) requires us to have a question in mind (e.g., are we forecasting farther into the future to figure out peak timing and size?). I think you need to establish the relevant questions first before expanding this work to include longer horizons and different target quantities.
