ADB over TCP

problem:
not all user can / want root their devices

solution:
add ADB over TCP mode

additional info:

1. disabling apps doesn't required root app can gain access to ADB over TCP then use PM command (without adb shell)
2. alternative to ADB over TCP is using shizuku manager
   (SM can be started with ADB over TCP mode too)
