Add functionality to Databricks developer tools server

We'd love help to add a server implementation for the "Databricks developer tools" server. As a starting point, we can take the set of tools in https://github.com/anton-107/mcp-server-dabs/blob/main/src/index.ts and translate them to Python + add tests

I noticed that some initial work is being done already, would it be helpful if I start by adding smaller tools (e.g. list_clusters, list_catalogs) or by writing tests/docs for the tools already being implemented?
