Remove Step to next frame during fake playbcak

the FFmpeg plugin, will step to the next frame after seeks in order to refresh the display, this behavior causes stuttering during backward playback also called fake playback.

Add JAVA Unit Test to fake a backward playback and have a visual confirmation if any stuttering>
IMPORTANT: exclude from the unit test suite
