request: rmv windows-2019 test requirements

I think this is a hold-over from long ago but I'm not sure. Can we please remove these windows-2019 test requirements? I do not think we are running these tests anymore.

oh that is where it was , damn thing.. I hate manual specifications/duplication since then it gets forgotten etc. Now I removed those and added windows-latest for 3.12
