`zbus` bump 3.6.1 to newer version makes busctl failed with `Call failed: The name is not activatable`

When update zbus and related dependencies from 3.6.1 to newer version, test kola-runext-test-experimental.sh failed with error:

I think the actual regression comes from a bump of zvariant and not zbus. Specifically bumping from 3.13.0 to 3.14.0 causes the regression. But it probably comes from how zbus is using zvariant. It prevents us from bumping zbus since it wants to pull in newer zvariant.
