move away from prow for CI testing

Prow today isn't serving us well. The setup is complicated, spread across multiple repos, and when things fail it's often infrastructure related, or some issue with the complex caching going on.

I propose that we move to testing the rhel-coreos-config repo here like we do testing on PRs upstream.

Today that is using https://github.com/coreos/coreos-ci. In the future we may move more testing into konflux directly. Either way the important thing is that we do things upstream/downstream similarly in that we understand the guts enough to actually debug things rather than blindly hitting /retest and waiting days or weeks for PRs to merge.

One problem we'd need to overcome here is getting webhooks from GH able to hit the "behind the VPN" version of CoreOS CI.

Hum, how would we get access to RHEL RPMs if we don't use the mirrors from Prow anymore?

In my mind the thing running the tests would be running inside the VPN. So it would use the same workflow that's used to build RHCOS today.

Maybe I'm missing something?
