"Save state" saves all emulator state, i. e. changed memory blocks/hard disk sectors, device states and etc. This can be useful for skipping OS startup next time. For restoring, you need the same settings as when the state file was created.
"Export HDD" saves all current data from HDD as an image. This can be useful for extracting files or running in another emulator later.
Are you using your own image or default profile?
