[Noble] BOSH deployments

In order to migrate to Noble stemcells, we need to update our Bosh deployments to use Noble as the stemcell by default

Acceptance Criteria

• BOSH deployment configuration has been updated to use Noble as the default stemcell

Implementation sketch

• Manually update BOSH dev deployment to use Noble instead of Jammy and redeploy.
  • To test, redeploy CloudFoundry on dev and observe if there are any errors in the pipeline
• If testing of Noble on dev deployment is successful, then update the default stemcell to Noble:
