Custom throttle presets

I am trying to configure custom joystick buttons to control throttle presets. I am stuck in a loop of old documentation about "Actions" I basically want to SET Actuator control but seems it no longer exists in this build ?(1.16). Is there still a " full capability Build"??

Actually the MANUAL_CONTROL Actuator messages entered during the 1.17 Beta phase.

Can you try the latest Beta and see if that works?

I had a great time when i pulled it out of the box. When i went to plug it back in again its failing. Just getting the flashed green/yellow light The PI is booting i can see it on the hdmi port.
