📔 Objective

We are actively discouraging the use of ActiveUserState<T> - see https://github.com/bitwarden/clients/tree/main/libs/state#should-i-use-activeuserstate.

This PR marks it as obsolete so that it will not accidentally be introduced for new state definitions.
