Upgrade the TypeScript, Flow, and @babel related dependencies as they are all quite old and things weren't working for me with later versions of TS and Flow.
I also started naively fixing some TS type errors in this commit: 9bec9a1. However the fixes are quite hacky, and
yarn teststill throws a bunch of errors / test failures.
