This is a JavaScript equivalent of the Go sample plugin in registry-lint-sample.
Like the original, it just reports one bogus error for every rule in the
LinterRequestmessage that it gets from theregistrytool. These rules are listed in the styleguide, which is also included in this PR. See the included README for instructions and more detail.
