sign_verification does not always spin up an Orka Mac node and hangs..

We are seeing intermittent behaviour where Orka does always spin up a Orka mac node.
eg: https://ci.adoptium.net/job/build-scripts/job/release/job/sign_verification/2537/console
was waiting for 5 days

I think it is typically seen waiting for Mac x64 nodes....?

@gdams Any ideas? could it be a x64 Mac provision issue?

one slight difference between the failing one and #2533 is:

Waiting for next available executor on 'ci.role.test&&(sw.os.osx||sw.os.mac)&&!sw.os.osx.10_14&&hw.arch.x86’

and failing one:

All nodes of label 'ci.role.test&&(sw.os.osx||sw.os.mac)&&!sw.os.osx.10_14&&hw.arch.x86’ are offline

Wonder if the “are offline” makes a difference???
(because the static mac12 ones were down at the time…)
