mincut doesn't seem to work

when i put mincut=60 i expect for all the cuts to be more or equal to 1 second but it doesn't show that using --preview nor --export premiere. code bellow:

While mincut does have a priority over minclip, I would still use the the mincut procedure to ensure that it get's applied first.

I wouldn't trust what --preview says what the cuts are

even with just mincut and no minclip and no margin i can tell the little stuteres of less than a second cuts when i --export premiere

I forgot one more thing. Global --margin can write more small cuts. Do this to apply margin earlier
