File>Open File doesn't exist?

As the title says. I just noticed this pretty basic/standard feature was missing and only seems to exist as the tiny folder icon below the menu bar.

It does exist but you need to set the focus on the hex editor. If focus is on pattern editor then the entry becomes FIle>Open Pattern File.

Ahhh that's weird. I much preferred the right click import/export on the pattern editor

I think you may like the fact that open and save pattern tracks file changes if they occur externally so you can use other text editors to edit the patterns.Import/export by definition don't track file changes. You still have them available through the File Import/export menu but you can use the open and save shortcuts for patterns as you are editiing without having to use the menus.

Also, iirc, the scroll position in a pattern editor used to be stored, but now whenever you switch to a different file tab, the scroll position resets to the top of the file. I keep losing my place in large pattern files

What was being saved and still is was the cursor position and before it was made visible but that part is not working. You can recover the position by moving the cursor to the left or right. That should scroll to make cursor visible again. The latest patch not yet released actually saves both horizontal and vertical scrolling positions for every provider and restores them when you open the tab regardless of where the cursor is located.
