How to view data for ASCII codes above 127 in chars?

Strictly speaking there are no ASCII character encodings above 127, but there are many encodings that extend ascii although not uniquely.
If the encoding is restricted to 1 byte encodings ( that is , one byte and only one byte encodes one and only one character) then you can create a table file (see other table files inside the encodings (usually in your local app data folder in windows) folder with extensions of .tbl.
I am attaching one example I use to get the windows standard ascii extension. I had to change the extension to be able to post it. just change it back to tbl. the entries are in utf-8 unicode.

I see that the file I need already exists in the 'encoding' folder. How do I select it in the settings?

Not in the settings but through File>Import>Custom Encodings
