Implement shop listener

Tebex revoked Discord server/bot accounts. Whether this is an accidental outage or an intentional pull, the Discord bot should handle authorized webhooks (or relay through the API) and act on the server accordingly. The primary goal would be to automatically add new Sponsors to their VIP role. Doing in-house development would allow for secondary, but more dynamic actions (e.g. automatically start a server when purchased).

Low priority for the time being.
