ability to remove ROIs

@joefutrelle We still need definition (from you or Heidi, right?) on what the various criteria are going to be? We could start on something will the ability to delete a single ROI if you want, since there's less involved to get that going, and it can be added on later. Something like right clicking on the image and having delete show up in a context menu (since that right click, show table is already going to be changed)

Also, item two is a hard delete, but then you mentioned retaining ROI's w/ manual annotations. Does it fall back to a soft delete in those cases? If not, how do you want to handle that part of it?

This is going to be a bulk operation that may first need to be implemented on the backend; I will need to get more details on the criteria.

The use case is cleaning out the database of ROIs that are not going to be looked at further (for various user task related reasons that can't be automatically determined).

For retaining ROIs with manual annotations, there would be no changes made--in other words, the ROI would not be deleted.

It should never be possible to use this feature to remove human annotations--just autoclassifier ones
