improve provenance of outlier analysis results / sample group retention

From my notes in august 15 meeting:

make sample groups undeletable once they're used in an outlier analysis

in general :
ensure tracking of sample groups used in outlier analysis
better visibility of sample group versions in outlier analysis

Essentially, a completed outlier analysis job is an essential provenance step in our process as it tracks the exact cohort (sample group) that a sample was compared to. so we need to treat them as essential & not lose track of them. (Distinguish between OA jobs used to support a tumor board and ones that can be deleted?)

Perhaps deleting them could remove them from the manage objects list but they could still be accessed via the link on the job page?
