pause game when updating tech

I'm not sure about this, I like it the way it is, and I've seen some people agree with that.
I think it should perhaps be an option to auto-pause, which can be turned on by default.
Perhaps a checkbox would be good enough.

I would say auto pause on with a check box to disable. We should try to
cater to less skilled players when possible.
