Add action to publish the package to pypi

We are ready for a first release. We should publish in pypi.
To do: add the action to the workflows folder and activate it on v0.3.0

Also: add how to run the package with python after installing it (not just with uv)

Action exists already in ci.yml
It has failed on the 0.3.1 release.
And currently, it cannot be installed from pypi as it rely on metacheck package which is not hosted on pypi yet.

I have hosted rsmetacheck in PyPI @dgarijo @francoto at rsmetacheck. I had to change the name of the tool in pyproject.toml from "metacheck" to "rsmetacheck".

current main should use the Pypi rsmetacheck version. I will consider this solved in next release if Pypi sw-metadata-bot Pypi package is working correctly (ex: pip installsw-metadata-bot is working)

First publication using the ci.yml workflow worked properly on version 0.3.2 log action

And ""uv add sw-metadata-bot" in a empty project did installed the latest version 0.3.2
