Quote Selected Text does not appear on Mobile Browser(s)

Description

The Quote Selected Text button does not appear on mobile browsers

Steps to reproduce

1. Load a thread on mobile Browser
2. select some text on the screen
3. "QST" button never appears.

Environment

• 2.1 RC4 Released
• PHP Version: 7.4
• Android/Chrome, Android/Firefox
• Also reported on iPhone/Safari (don't have, can't confirm)

My guess is that this happens because the JavaScript depends on mouse events that don't exist on touchscreen devices. If so, we'd need to change the events that trigger the JavaScript. Of course, I could be entirely wrong.
