Add CTest fixtures for parallel testing

This except from a failing run shows that ctest DEPENDS is simply not good enough -- the dependent test started after its requirement, but before the first test had completed! Fixtures are therefore required for parallel testing.

That PR had been merged at the time I made the issue. I think it may have just been a cmake issue because I cannot reproduce on my personal laptop which has CMake 4.0.1. I will try again on the SCOREC systems, but the issue probably has nothing to do with our setup.
