[feat] : Implement vouch, reset cooldown, reset level admin functionalities

What do we need ?

currently the admin can only view the flagged users and can not administrate flagged users thus the current issue proposes three new admin features in the admin dashboard

• vouch : admin can remove all the monitoring from the vouched user claiming he is not a spammer
• reset cool down : admin can reset timeout cool down of the spammer who are on a timeout
• reset level : admin can reset level of the user who have reached some certain level

• allow admin to access all these functionalities in the admin dashboard
