Vulkan Support

Dear Better Clouds team,

I was one of your mod users, and I enjoyed using it. However, due to performance issues, I switched to using the Vulkan mod for better performance. However, since OpenGL is different from Vulkan, I can no longer use your mod. I hope you can create a Better Cloud for Vulkan.

Duplicate of #53. However since Minecraft will switch to Vulkan in the upcoming update anyway, the mod will have to support vulkan. But that is now in the hands of orangishcat.
