Improve on the documentation website (on GitHub Pages)

This is a follow-up to #2 after the initial demos during our Iteration Review back on Thu 2021-02-25 for Sprint 28.

Suggestions from @jvanulde:

• ECCC has a nice set of pages describing their data and services: https://eccc-msc.github.io/open-data/readme_en/
• Consider using a WET-BOEW compliant theme other than GCWeb, e.g. https://digital.canada.ca/?

Related issues:

  • Hugo? Gatsby? (Haha!)
