[Feature] Remove Python 3.9

This PR removes support for Python 3.9 and updates the linter rules to account for this (which then touches every file)

There are a lot of changes, but can largely be summed up with:

• Deletes unit test cassettes that were specifically for Python 3.9 CI.
• Removes Python 3.9 from workflows, and other os.sys checkpoints.
• Updates ruff.toml to use 3.10 as the base.
• Removes imports for Dict, List, Set, Tuple.
• Some Optional instances have been replaced with the pipe, |.
  • Adds handling in PackageBuilderand CLI.
• In CLI, adds "/" escaping for parameters values like URLs.
• Adds file locking to openbb.build().
  • This should resolve [Bug]ImportError: cannot import name 'OBBject_EquityInfo' from 'openbb_core.app.provider_interface' #7219, [Bug] 'OBBject_EquityInfo' from 'openbb_core.app.provider_interface' #7149, [Bug] Import Error: using obb.equity.price.historical() #7113, and other cases that appear to be related to race conditions while the static assets are being written.
• Updates EconDB static files.
• Updates lock files.

This can/has been tested in a number of ways:

• Unit tests
• Integration tests
• Manually inspecting reference.json and function docstrings.
• Some general CLI operations.
